The echo knight lets you take an additional attack (con mod per day)

Assume the echo knight is shape-changed into something like a Plantar, where his Con mod is now different than the con mod of his general form. The shape change spell allows you to keep and use your class features etc....

Would you say that the "use per day" when shapechanged increases to match the con mod of your new form?

In effect, the way I THINK this would work is it would allow you to use the ability up to 7 times (con mod of planetar as an example) if those 7 times occur within the hour you're shapechanged, elsewise once you're not shape changed you'd lose all extra uses and if you went beyond your normal con mod while shapechanged (even if you didn't reach the con mod limit of the shape you're turned into) you already exceeded the limits and can't use the feature anymore.

Would you rule it that way?

When druids wildshape, they use the new ability scores for their physical stats. I see no reason why the Echo Knight wouldn't do the same thing.

That being said, the Echo Knight is already a bit of a headache for the DM, so be careful asking for too much.
