Let's say you've got a regular dwarf with 20ft move speed.
But he's some anti-optimizing fool who took the run feat, so that he can run x5 speed.
And then he even more foolishly puts himself in the heaviest armor he can wear.
Dwarf's (Slow and Steady) trait says "but their speed is never modified by armor."
So, clearly the modification to how quickly he can run due to armor is nulled by the trait, and he can run 100 ft.
Or, he can only run 80 ft because while the speed is not modified, it says nothing about running's multiplier, which is dependent on armor status. So the speed is unmodified at 20. But running is modified.
