I wish control shape was charisma based, then I could make a Sha’ir variant that uses it.

Considering Charisma is in part about affirming/retaining your personhood and agency, a good case could be made to homebrew/fiat declare that in your game, it is.

So far, the other mentions are

Mark of the 12 moons from Eberron's dragonmarked

and faiths and pantheons lycanthropic spell feat's prerequisite being 8 ranks, or this 3.0 feat called improved control shape.

In 3.0 natural lycanthropes automatically had this feat, it was what allowed them to change shape at will. In 3.5 instead of it being a feat there's simply a line in the Control Shape skill section which says "A natural lycanthrope does not need this skill, since it has full control over its shape".

Come to think of it, a nice house rule might be to say that five ranks in it gives a synergy bonus to forced shape changes a la polymorph, chaos beast attacks, etc.

One of the weapons in Weapons of Legacy mentions the skill, and the 3.x Ravenloft books do a bit more with the skill if I remember correctly, solely based on the fact that lycanthropes are so prevalent there.

What I managed to find:

Black Blood Hunter PrC (Player's Guide to Faerūn): Requirements include "Skills: Control Shape (afflicted lycanthrope only ) 8 ranks"

Master of Flies PrC (Savage Species): Control Shape is a class skill

Moon Guardian PrC (Complete Divine Web Enhancement):

Voluntary Change (Ex): At 1st level, the moon guardian receives the blessing of a deity of the moon. Unlike other afflicted lycanthropes, he can voluntarily change into animal or hybrid form without immediately and permanently changing alignment to that of his lycanthrope kind. The moon guardian is still subject to involuntary transformation under the full moon and whenever he takes damage in combat, but a failed Control Shape check under those circumstances doesn't change the character's alignment. Furthermore, a moon guardian who fails a Control Shape check to resume humanoid form can make another attempt each subsequent round, rather than waiting until dawn.

Silverstar PrC (Faiths & Pantheons):

Selūnite Lycanthrope: Upon reaching 6th level, silverstars who contract any form of lycanthropy are treated as natural lycanthropes. Their type changes to shapechanger, and they may select the Improved Control Shape feat (see the Monster Manual) or the Scent ability as a feat (see the Monster Manual) at any point that they can select a new feat. Silverstars do not change alignment due to contracting lycanthropy and are aware of their actions while in animal or hybrid form.

Silver Blood feat (Champions of Valor):

If you are already an affl icted lycanthrope, the DCs for your Control Shape checks increase by 5 and you lose your lycanthrope damage reduction. If you are already a natural lycanthrope, you must make a DC 15 Control Shape check to change form and your lycanthrope damage reduction decreases to 5/silver.

Sever Ties Of The Moon spell ("Spellcraft – The Twilight Codex" Dragon #340):

While under the effects of this spell the target lycanthrope gains a +10 bonus on all attempts to Control Shape (see the Control Shape feat on page 303 of the MONSTER MANUAL) but, for the duration of the spell, becomes fatigued while in its hybrid or animal form.

Strength of the Beast spell (Player's Guide to Faerūn):

If you must make a Control Shape check while under the effect of this spell, you take a -4 penalty on your check.
