I should mention this enemy is either immune or very high resistance to fire
As they are a red dragon like person

You might consider Crystal Shard (https://www.d20srd.org/srd/psionic/powers/crystalShard.htm), which should get through elemental resistance and AC fairly well. If you take Psionic Meditation, Empower Power, Overchannel, and Talented, you can average 10*3.5*1.5 = 52.5 damage/round while the PP hold out. That's a little low for damage output at level 10, but it is still significant and highly reliable.

It's been while but I assume your talking 3.5
I should have made a point to say iI. But this is Pthfinder 1e

Assuming that you want an energy blast to target touch AC and don't want fire because red dragons, ice and lightning are the next best bets. Negative energy blast would also work. Being level 10 could also open up the double aether composite Force blast (for a double telekinetic specialist), which would deal a lot of damage but also costs you in burn.

If you're worried about being hit with fire, I'd probably go with an ice kineticist so you can also get fire resistance from Heat Adaptation utility wild talent.

You could consider alchemist, or (draconic) sorcerer, or maybe unchained rogue; they both have substantially higher damage than the kinny. Alchemist is also extremely tanky by default; the others can also be if you build them for high AC.

Kinetic Knight (https://www.d20pfsrd.com/alternative-rule-systems/occult-adventures/occult-classes/kineticist/archetypes/paizo-llc-kineticist-archetypes/kinetic-knight-kineticist-archetype/) adds to tankiness.

Can you go third party?

The Elemental Avatar (http://spheresofpower.wikidot.com/elemental-avatar) can have two elemental defenses active, so nice.

The Dragon Pact (http://spheresofpower.wikidot.com/dragon-pact-kineticist) archetype's equivalent of elemental defense gives natural armor and an elemental resistance.

The Viscera (http://spheresofpower.wikidot.com/elements#toc5) element gives out natural attacks and allows you to change your resistances.

The way I read this was as part of the description of the enemy they're fighting, not as a criterion for the character. They're considering Kineticist because the enemy is very tanky (as noted, having a high AC).
