Alright, I love the Artificer concept but the execution is frustrating, so here's a fix you can patch in as desired.

Schematics
Schematics are consumable items useable by all, but they have a particular use for Artificers.

A Schematic is like a spell scroll. In addition to outlining the precise steps needed to create a specific magic item, it also incorporates all the magic necessary to create the item, including that drawn from special reagents or focuses, thus the reader need only supply the mundane materials of which the item is constructed and the labor to create it. Any creature with the necessary materials can create an item from a Schematic, however, once used the magic is lost and the schematic becomes illegible. Artificers can instead read a schematic and incorporate its contents into their existing knowledge base as a new Infusion. Infusions learned from Schematics do not count toward an Artificer's known infusions but count toward their infused item limit normally. Using a schematic in this way also consumes its magic and renders it illegible.

Schematic creation requires a certain investment of time and material costs can vary by item rarity and some require a certain level of proficiency with tools to create a suitable vessel. Failing the Tool use check to create the item wastes time and 10% of the materials, but does not consume the schematic.

Common Items. 2 days, 100gp worth of materials
Uncommon Items. 30 days, 2500gp worth of Materials. Tool Use check DC 15
Rare Items. 60 days, 7500gp worth of materials. Tool Use DC 18
Very Rare Items. 120 days, 25000gp worth of materials. Tool Use DC 20
Legendary Items. 366 days, 100000gp worth of materials. Tool Use DC 25
Artifacts. 10 years, 500000gp worth of materials. Tool Use DC 30

So the set up here is expressly designed to incentivize the group to give higher power schematics to the Artificer since it will save a lot of time and money, but there's still some incentive to hang on to the schematic until the chance to actually craft the item pops up.

Example: A crossbow master Battlesmith might find a Vorpal Sword schematic, but while the great weapon fighter might really like it tomorrow, the Battlesmith might not want to dump an infusion on the fighter everyday forever so might hold off until there's a year and a day of downtime.

Of late I've really gotten into trying to find ways to make giving out the higher powered magic items a little more common but also a little more costly to offset some of the massive benefits they can yield.
