Depends on what level. I don't think anybody's calling Maw of Chaos OP, because it's a 9th-level spell.

Dispel magic is an AoE no-save/just-suck. It's okay or even good depending on level and what you do with it, but it's not usually a gamebreaker.

Yeah, "no save" and "suck/lose/die" are both extremely broad categories. Dispel magic and solid fog both technically qualify, but few people would argue that they're equal in power.

I would argue that this comparison specifically is like comparing apples and oranges. They are powerful in very different ways and in different scenarios. I am sure there are scenarios where they affect an encounter equally, but which one is more powerful in general seems like a nonsensical argument to me.

It also depends on what you mean by "overpowered". Clearly the designers didn't think an AoE SoL was overpowered for a 9th level spell, because they wrote several of those for Wizards to have. But there are people who claim that the correct balance point is somewhere lower than that and those are outliers. It doesn't make any sense to call something overpowered (or underpowered) without some kind of theory of power levels and game balance.
