Hello. I'm not going for crazy optimized but want to see if my build has hit a reasonable level.

Is there a list of reasonable attack modifiers and damage if everything hits per tier or level?

I am hoping for aomething that says something like:

Level 1
Avg +5 to hit
11 damage on a round of hits.

Level 5
Avg +7 to hit
20 damage for a round of hits.

Not sure if this is what you're asking for, but most people I see use Warlock with Eldritch Blast + Agonizing blast as a "baseline" for damage.
General view of what Warlock is pumping out every round:
Level: dmg
1-4: 1d10+3
5-10: 2d10+8
11-16: 3d10+15
17-20: 4d10+20

For actual dpr calculation:
For math below, assuming a starting Cha of 16, maxing at 4 and 8.
Level: dmg (assuming hit) = damage per round
1-4: 1d10+3 = 8.5*65% = 5.525 dpr
5-10: 2d10+8 = 19*65% = 12.35 dpr
11-16: 3d10+15 = 31.5*65% = 20.475 dpr
17-20: 4d10+20 = 42*65% = 27.3 dpr

That said, the baseline or average or ideal damage depends on what numbers you are using like assumed enemy AC, resistances, ability to generate advantage, any spells your team might be throwing out like Haste, Bless, etc.

For rogues, the math is similar
For math below, assuming a starting Dex of 16, maxing at 4 and 8. Also, assuming use of light crossbow.
Level: dmg (assuming hit) = damage per round
Level 1: 1d8+1d6+3 = 11*65% = 7.15 dpr
Level 5: 1d8+3d6+4 = 19*65% = 12.35 dpr
Level 11: 1d8+6d6+5 = 30.5*65% = 19.825 dpr
Level 17: 1d8+9d6+5 = 41*65% = 26.65 dpr

Obviously if you have advantage, your dpr will go up, and the opposite with disadvantage.

Average to hit (assuming maxing primary ability score)
1-3: +5
4: +6
5-7: +7 (ASI max @ 6th for fighters, so they will be at a +8 here)
8: +8 (ASI max @ 8th for everyone else)
9-12: +9
13: +10
17: +11

Some really shoddy math based on the DMG statistics:

Assumptions
* A monster of CR X should live ~3 rounds when focused by a party of 4 level X characters.
* Every person in the party is doing ~ equal damage. Note: this is a bad assumption. But simplifies the math tremendously--the [min, max] expected DPR is 1/12 the monster's [min, max] effective HP for that CR.
* Assuming starting with a 16 in prime stat and maxing it first.
* Accuracy is included because this is required output (including hits/crits), not input (raw) DPR.

Only going to do the "big levels":

Level/CR
Attack
Min
Max

1
5
6
7

5
7
11
12

11
9
18
20

17
11
26
27

20
11
31
33

Note that these are the system's assumptions, taken from the DMG tables. And that HP is effective (ie including modifications from regeneration, resistances, damage transfer abilities, etc).

Thank you both. That is exactly what I was looking for. My hopefully fun mess of a multi class Psi Warrior should be useful to the party then.

Honestly, I wouldn't worry overmuch about hitting the exact DPR benchmarks.

Make sure you're generally on par with the other party members, and can cover your roles well.

If you want to be big damage dealer, then you should have better damage than the others.
If you want to be the face, make sure you've got a good Charisma and the relevant skills.
If you want to be support, make sure you can buff and heal and all that.

But tailor your goals for your game-not some hypothetical "average" game.

Absolutely this.
