Greetings,

In 2e, there was a spell "ward against undead" that barred entry by undead into a specific region and "undead ward" which did something similar.

forgottenrealms.fandom.com/wiki/Undead_ward
orgottenrealms.fandom.com/wiki/Ward_against_undead

Both pages have references to all the places the spells appeared.

I'm looking for a published way in 3e/3.5e (not PF) to do the same thing.

Preferably, the spell I can't find is castable by an evil cleric or wizard.

I don't think such spell exists, but it would be pretty easy to justify a custom version of antilife shell as what you want. Just swap it to only blocking undead and such instead of living. I don't think there is a 3.5 spell or ability that auto turns undead which enter an area.

The only other option that I can think of that MAY work with DM approval is Hallow. Hallow lets a spell be added to the area and the spell list they mention is not a complete list of all spells which can be applied. If you can get https://web.archive.org/web/20201111200627/http://archive.wizards.com/default.asp?x=dnd/mb/20040721a]Bone ( [url) Talisman[/url] added to the spell effect it may be justified to have a turn
attempt on each undead entering the area.

If you want it in combat there are ways to get hallow as an SLA to get it as a standard action (And to ignore the material cost) such as half celestial template or certain outsiders that you could grab via planar binding/ally.

Glyph of Warding and Greater Glyph of Warding can be attuned against specific creature types, but they are one-charge only. If you were to find a way to have it store Chill Touch, the only spell in 3.5 I know that scares undead, you may even replicate a turning thing.
