In strip #361 Nale told Thog to help with the rope, Thog said he couldn't because he couldn't make it to Tenderfoot, thats a boyscout rank. (first one, before that your sort of in limbo/initiate).

Thinking about it, looks like after reading it, we'll never look at "use rope" skill the same way again...

That it was there as a joke does not mean Thog was not a boy scout. Of course he was probably kicked out rather quickly, say after bisecting the scoutmaster.

Despite the fact that the Boy Scouts of America(I can't speak for other such groups) turns pyros and perverts into respectable members of society, they do not use rope like that.

Come on! That was meant as a joke on my part. I thought Monty referenced the comic when he said "Maybe I should take more ranks in Use Rope..." Since he did not, I had to explain my previous comment...

No offense to actual Boy Scouts intended.
