I am a 20 level wizard, and I used a simulacrum spell to gain a grim reaper (from pathfinder) cohort. Our table is one with a lot of reasonable houserules, which are decided in order to not break the game and keep everything under a reasonable level of power. That said, I have a 200k budget to build Mortimer (i named him Mortimer  ).
Also, the world is slightly advanced and due to that some higher bonuses are available, for example you can get up to +8 enchantment bonus to ability scores, weapons hit bonus cap at +6, stuff like that.

This is what I was thinking about:
1. +6 scythe ( no need to make it keen, dm allowed me to take improved critical in exhchange for some other feats) 72k
2. Belt of giant strenght +8 64k
3. a special kind of augmented crystal, houseruled to exist because there are more bonus to ac (shield, armor, deflextion, natural armor... ) than there are to hit bonus, so the overall buff favored the AC. This crystal costs 18k, and gives a +3 unnamed bonus.
4. Boots of the battle herald (from pathfinder), 30k
5. I have 16k worth of budget that I don't really know how to use.

If you have any better idea, new suggestions or stuff like that, I'll be happy to hear it.

We are playing 3.5, but stuff from kinda everywhere is allowed, until it is not too obviously broken.

I use this thread whenever I want to boost my to-hit for a character:

Persistent Wraithstrike provides an effective +27 to hit according to the SRD averages (https://forums.giantitp.com/showthread.php?548437-SRD-Averages).
