Your wording makes sense.

It doesn't look like it's worth the attunement slot unless the party is low enough level that they don't have other attunement items competing for the slot, though. "Double the spell level on a d20" is the same as "the spell level on a d10", and a 10% chance per level of the incoming spell to be destroyed is much closer to a consumable item than a long lasting attuned one. I'd be inclined to change it to the d10 wording, remove the attunement requirement, and allow it to stay around as an "oh crap" button for the saves a player really doesn't want to blow.
