Obtain Familar redux

"For the purpose of determining familiar abilities that depend on your arcane caster class level, your levels in all classes that allow you to cast arcane spells stack."

Question: do prestige classes that progress, but do not grant spellcasting independently, stack for Obtain Familiar?

Willing to hear both RAW and RAI arguments.

While they could have worded it better I would argue that prestige classes qualify for "classes that allow you to cast arcane spells" since progressing existing casting certainly allows you to cast more/better spells.
With that said, who knows what the intent is?
