The people of Khorvaire have a limited understanding of dragonmarks, and Siberys marks are a complete mystery. The magic of a Siberys mark is undeniably powerful, generally duplicating a spell of 8th or 9th level. Siberys marks are clearly related—visually, thematically, and genetically— to the other marks in their house. A dragonmark heir may spend years perfecting and mastering the powers of his mark, but can never manifest a Siberys mark, while an unmarked scion of a dragonmarked house might suddenly
display a Siberys mark against all expectations.

Siberys marks are mighty, unpredictable, and rare, and the dragon marked houses keep a careful eye on anyone who manifests one. If its power can be used in the service of the house, fine—but an heir of Siberys who does not conceal his dragonmark ability or remain firmly aligned with his house is likely to find himself the target of assassins.

Characters of every class manifest marks of Siberys, though not before reaching high level.

Requirements

Subtype: Dragonblood Subtype.

Skills: 15 ranks in any two skills.

Special: A character who has the Aberrant Dragonmark, Least Dragonmark, Lesser Dragonmark, or Greater Dragonmark feat cannot enter this prestige class. Also, once a character gains any levels in this class, they can't adopt the dragonmark heir prestige class.

Class Features

Weapon and Armor Proficiency: Heirs of Siberys gain no new proficiencies with any weapons, armor, or shields.


Manifesting Heritage: At 1st level, as an Heir of Siberys's dragonmark begins to form and their dragonmark, the blood of the proginitor dragon Siberys begins to make itself known. Your eyes change and become more dragon-like as you gain Low-Light Vision and Darkvision out to 60 feet. Your natural armor also increases by 1.

If you already have Low-Light Vision you instead gain Improved Low-Light Vision.

If you already had Darkvision, you instead double your original Darkvision's range.


Siberys Mark (Sp): At 2nd level, an heir of Siberys manifests the full Siberys mark of his house, gaining a spell-like ability from the following list. If the mark associated with the character's house offers two spell-like abilities, they select only one.

Mark of Healing (Halfling - House Jorasco):
Mass Heal 1/Day or Regenerate 1/Day.

Mark of Hospitality (Halfling - House Ghallanda):
Refuge 1/Day or Mordenkainen's Magnificent Mansion 1/Day.

Mark of Making (Human - House of Cannith):
True Creation 1/Day.

Mark of Passage (Human - House Orien):
Greater Teleport 1/Day.

Mark of Scribing (Gnome - House Sivis):
Symbol of Death 1/Day.

Mark of Sentinel (Human - House Deneith):
Mind Blank 1/Day.

A saving throw against a Siberys dragonmark power has a DC of 10 + the level of the spell + heir's Cha modifier.

The caster level for any Siberys dragonmark power is 12th.


Spells per Day: At 2nd and 3rd level, an heir of Siberys who previously had levels in a Spellcasting (or Manifesting) class gains new spells (or Powers) per day as if they had also gained a level in that class. They do not, however, gain any other benefit a character of that class would normally gain. This essentially means that he adds one level to his levels in one other spellcasting class, then determines spells per day and caster level accordingly.

If the character has no spellcasting classes, he gains a bonus feat of his choice instead. He must meet the prerequisites of a feat to select it.


Improved Siberys Mark (Sp): At 3rd level, an heir of Siberys gains improved mastery of their Siberys mark ability. They gain 1 extra use of their Siberys dragonmark spell-like ability per day, and the caster level for any Siberys dragonmark power is now 15th.




I've altered the list of SLAs to be more balanced, as some spells were adjusted after Dragonmarked was published that skewed the power levels to favor certain houses.
I've lowered the initial CL of the powers when you first get it, and increased it to the original CL only once hitting lvl 3, as these are lvl 7 and 8 spell effects, and should be at least somewhat gradual in their power level.
I've removed action points from the class entirely because they are a variant rule and not a core rule.
I've changed the feat requirement because it was a feat that dealt with action points, and changed it to the Dragonblood subtype instead, which can be gotten from a feat (Dragontouched), keeping the feat tax essentially the same.
As action points are not used in this fix, the initial class level abilities were replaced with generic draconic improvements to vision and Natural Armor.
