If you're willing to go Psionic, you could get the Thrallherd PrC.

Concievably, you could have three Cohorts/Thralls, and a few hundred Followers/Believers.

I don't have access to Psionics or CW, and the character in question is a gnome druid (Planned character concept for comedy campaign, don't ask), so is there anything else? Preferably for 5 levels, but less is better. If not, I think I can homebrew the PrC with help.

I think Legendary Leader from Heroes of Battle might do something with Leadership, right? I mean, it'd make sense.

All I have are the BoED, BoVD, MM 1-4, FF, PHB 1 and 2, and DMG 1 and 2. I think I will homebrew a version to improve followers.
