I'm interested in seeing if there is a list of legally playable monsters, ie, monsters with an LA adjustment. Does such a list exist?

That's a great thread and a valuable resource. I often refer to it. But it doesn't differentiate between monsters that WOTC gave level adjustments to and those it didn't, which is what I'm trying to find out.

Related to this topic, I'm seeing LAs given to a bunch of 3.0 monsters in that thread, and I'm not sure how they're calculated. Take the Sirine from MM2, p185 for example. It has 4HD and the resource thread lists it as having +4 LA, but how is the +4 LA calculated, as I can't see it on the stat block.

There are update booklets for a good number of 3.0 books, including MM2, that assign level adjustments (or dashes) to all creatures. They used to be hosted on the WotC website together with errata and other web enhancements, but they took it down in their crusade against good D&D. Web archive is your friend, just remember to download it for further use so you don't stress those servers.
