Water elemental water mastery touching water AND ground

So, I can't seem to find an answer by googling. A water elemental in 3.5/pathfinder gets +1 atk/dmg when both target and self are touching water. It also gets -4/-4 when either is touching the ground. What happens when either (or both) combatants are touching water AND ground, such as fighting while wading? Do you just combine the two to get -3/-3? Does one take precedence over the other?

By RAW, these are two clauses that operate independently from each other, and both would apply to result in -3/-3.
