As an idea for One DND would be utilizing the maneuvers and stances from 3.5 Tome of Battle and have your “maneuver level” be your character level minus your caster level. The goal would be to have a more mundane and more usable most of the time counter to the nice things found in spells. Whether you’d break these into categories like Rogue, Fighter, etc or your break them into categories like Expert, Mage, Warrior, Priest you could provide a good way for “mundane “ levels to stack, further bonusing multiclassing like caster levels can stack.

Tome of Battle was a good system. It helped to provide choices in combat for martials and it allowed the gap between casters and mundanes to be reduced. This is why I would suggest having maneuver level be the inverse of your caster level.
