The set says "its powers are available while in wild shape." The robe says a druid benefits from wearing this item and can activate it even while in wild shape.

I definitely am ignoring the reference to druid, as it wouldn't make sense to not allow a wild shape ranger to use it. However, I'm torn about other effects. If I add common effects like AC or Con, would they work in wild shape? What about other abilities (for example, I add a ring of sustenance power to the ring) - should that work in wild shape?

There is really no reason they shouldn't. If your gm gives you any grief, you can always use one or more wilding clasps, or my favored suggestion for such circumstances, a glove of arming with your equipment in it and just a wilding clasp for that.
