Alternate Form Physical Scores

Does there exist any way for a dragon to keep their original ability scores while using alternate Form? Or at least not lose so much. I thought I remembered reading of such an ability a while ago

I believe the same book also has a feat line that provides similar benefits (I think the first feat gives alternate form the 'elite array' and the second feat provides the full stats?) if feats are easier to come by than spells.
