A bird drinks a potion which turns one of their feathers a different color, which changes back after the tattoo has been used.

Ya but then you can't SEE the tattoo when the pelt or whatever grows back. And who wants a tattoo you can't see?

You are correct if tattoo's purpose is to make beauty. If its purpose is more pragmatic it can be even better that nobody can't see it.
