Quick drying pigment ballpoint pen?

Does anyone here know of a quick drying pigment ink ballpoint pen?

I can find any two of those combined in one pen, but haven't found all three together yet.

My two favorite pens are a quick drying gel pen that uses dye ink and a ballpoint pigment ink pen that takes a while to dry.

Update: I found that Pentel now makes a permanent ink version of the EnerGel Pro. I've been using one for about a week, and it's decent. It doesn't dry quite as quickly as the Zebra Sarasa I'd been using, but the ink doesn't run when the paper is exposed to humidity. It doesn't even run when directly splashed by water. Even though that wasn't a specific problem for me before, it's a nice feature.

So, I can give a tentative recommendation to the Pentel EnerGel Pro permanent ink version. At least in black ink. They have a blue ink version also, which I haven't tried.
