Is there a way for a player character to gain the Paralyzing Touch attach without becoming a lich?

What exactly are you trying to do and why? There are a ton of ways to cause very similar effects, but often with a short duration. There is even the feat Paralyzing Fists (Drow of the Underdark, p. 51) that lets you paralyze with your Stunning Fists for a number of rounds. So are you looking specifically for long duration? And specifically Paralyzed or do other similar effects count?
