Now, I think we all would agree here that Second Chance (https://www.d20srd.org/srd/psionic/powers/secondChance.htm) is badly written, since it has a duration of "1 round/lvl or until discharged", but no ways to discharge it in its description.
Basically, RAW its duration is just 1 round/lvl, not having a way to discharge it, so you can continue to reroll once per round for the duration (as explicitly stated in its description).
But what's the RAI of that duration? Was it meant to be discharged on your first reroll?
The fact that this is a 5th level Seer power, and is arguably better than Fate of One (a 7th level Seer power), makes me wonder if this power is balanced as is or not.
