I vaguely remember there being a 3.0 or 3.5 spell that allowed a wizard to reduce a targets Will saving throw.
Does anyone know what it was?
Is there an equivalent spell in Pathfinder?

I don't know the spell you're looking for, but a (greater) bestow curse would be able to do what you're asking and more.

Not exactly what you meant, but try maybe Feeblemind (https://www.d20srd.org/srd/spells/feeblemind.htm) or Touch of Idiocy (https://www.d20srd.org/srd/spells/touchOfIdiocy.htm)?

You might also be thinking of Doomspeak, which is a feat that lets you spend a Bardic Music to reduce an opponent's attack rolls, saves, and ability/skill checks by a whopping -10. It does require a will save, but it high and scaling DC.
