So I am looking at making a space exploration game that has no magic but some limited psionics. I am at the very least incorporating 3.5 for alien races, things like puppeteers as goa'uld like race, Dromites, Meanads, shadowswyft, Thri-kreen and Xeph as primary races from other planets. And I like D20 modern for the weapons, spaceships, mechs, cybernetics and such.

However, I am on the fence as to which system to use as the base and which to use as the support. I could see it going either way, D20 modern seems a little lower powered and clunky on the class side which might be good and it keeps people from asking for things that would be auto-banned because of the setting. But figured I would ask and see what people in the community think and get your thoughts on doing a game like this.

D20 moderns’s spellcasting is traditionally limited to level 5 magic through a 10 level advanced class, theres one for arcane and divine magic, which is basically just the first 10 levels of wizard/cleric, so you could probably just do that with the first 10 levels of psion.

That being said, i think theres build in rules for psionics somewhere in d20 modern, I know that theres psitech in d20 future that requires you to be psionic to use

Yeah there are two advanced classes (Battle Mind and Telepath) and a prc Psionic Agent; they use a version of psionics that is closer to 3.0 and keys the different psionic disciplines off different ability scores. I am not sure if there has been an update that would synchronize them with 3.5. Battle Mind and Psionic Agent only get to level 4 powers and telepath gets level 5. All three classes could be taken as low as level 4.

Well you said limited psionics.

d20 modern has the Battle Mind (http://dmreference.com/MRD/Characters/Campaign_Advance_Classes/Battle_Mind.htm) and the Telepath (http://dmreference.com/MRD/Characters/Campaign_Advance_Classes/Telepath.htm) advanced classes.

If these seem like the right speed for what you are envisioning than modern might be the right system for you.

Have you checked out the Mass Effect d20 (http://www.jpvsgames.com/masseffectd20/) RPG? It does almost everything you're looking for.
