If not, suppose an upgraded version of the cantrip existed where it could. What level should that spell be?

Because the effect of Modify memory is permanent, I'd expect that the extracted memory would be permanent as well, when using the combo-cast feature. Otherwise, I'm unsure. I've been ruling Encode Thoughts as permanent for a while and it's caused no problems. Great way to avoid a Circle of Truth!

Not RAW, but you could make a homebrew magic item that when encoded thoughts are added to them, they remain indefinitely until retrieved.
