A Planar Ranger can get a Celestial or Feindish animal companion. Therefore would a Planar Ranger with the Urban Companion ACF get a Celestila version of the Urban Companion?

Not according to the rules. Planar Animal Companion and Urban Companion are both substitutes for Animal Companion, and you can only substitute once.

I am taking Planar Ranger (UA p55) the class variant not the ACF. So i would be replacing the Planar Ranger's animal companion with Urban Companion.

It still doesn't work because you trade away the Animal Companion with a celestial template for an Urban Companion. The Urban Companion is a familiar with a few exceptions, not an Animal Companion.

Oh, very nice. You'd need something like a lesser ring of spell storing or UMDing a scroll to pull it off, but that may be doable.
