can you disenchant then reenchant a weapon?

If you get a weapon that has an enchantment you don't want, can it be removed from the weapon and replaced? Like if you get a weapon with a bane property you don't want can you take it out and replace it with something you do want?

In principle, one could see the ability of an artificer to scrap an item for crafting XP to be this: break it down then build up again something you do want, just use the same base item?

The only way I can think of that would explicitly allow you to do so, is with Mordenkainen's Disjunction, then re-enchant the item.
