As per the DMG you are allowed to create magic items with assistance, "Most of the time, they take the form of spells that must be known by the item’s creator (although access through another magic item or spellcaster is allowed)".

Would the spell item (scroll or wand) need to be cast/used everyday that you are creating the item? Likewise does the spellcaster need to be there everyday that you are casting the item?

Thanks.

Yes - because the spell must be available every day (and a charge of a charged device is used every day) yes, they must be there for all days during the creation process.

The MIC (p.232-3) clarifies that all creators must be present all the way through the item's creation. Looking at the descriptions in the DMG for creating most items it says "the act of working on the (item) triggers the prepared spells, making them unavailable for casting during each day of the (item's) creation" which suggests that you would have to cast the spell from an item every day. With scrolls it's slightly different, it appears you only have to cast it once.

If the spell is low-level and arcane, an eternal wand (MIC p.159-160) could get round the "using up charges" problem.

I dont see that suggested anywhere? You would need a scroll for each day of crafting.

You misunderstand, I was talking about what's needed to create those items. Scrolls say

The act of writing triggers the prepared spell, making it unavailable for casting until the character has rested and regained spells

while all the others say

The act of working on the (item) triggers the prepared spells, making them unavailable for casting during each day of the (item's) creation
