What if a beholder crits? Do I double damage? What about other rays that don’t do damage?

Beholders do not roll to hit with their eye rays, so they cannot crit.

This. Only way for a Beholder to roll tonhit with an eye ray is if they're using the Telekinesis ray to wield/throw a weapon, in whivh case it's a regular use of the crit rules.

For what its worth, there are few things that require an attack roll but have no damage attached, like nets or Plane Shift. Natural 20 is still an automatic hit in such cases, but with no damage roll involved, there's no other effect.
