Hook of Horrible Echoes

Crafted from a hook horror's bone spur, this sickle makes surprisingly loud sounds that echo a long way. Carrying it grants the ability to understand and tap out the language of Hook Horrors using it. In addition, a creature attuned to it gains blindsight out to 30 feet.
A Common version of this item does not require attunement and only grants the ability to understand and use the sickle to speak the language of hook horrors.
Design note: This item uses the tables on p. 142 of the DMG to generate the minor property of letting the creature who carries it speak a particular language (Hook Horrors' tapping language) and the quirk of making extra-loud noises when used. This combination allows for the tapping out of the hook horror language to carry a long distance. It is otherwise a Sickle version of the Dagger of Blindsight from (I believe) Dragon Heist, which is a Rare item that requires attunement and grants 30 feet of blindsight to the attuned creature.
Thematically, it effectively shares the linguistic and echolocation abilities of a hook horror with its attuned owner.
