Hi!

If a Solar chooses Occult as a Supernal ability and decided to create a Spirit after starting the game. The Solar has 0 Experience the Spirit is Essence 1? What rules would be used to create the Spirit?

I love the fluff of the Charm it is very very tempting but I feel like I missed the mechanics part where they described how to build the spirit.

But I have ideas for greats spirits , trust me my new spirit court will be amazing.

Yes, the spirit simply has no experience and is Essence 1.

as for what rules, just use Quick Character rules in chapter eight for the spirit. they are there for a reason.
