Hail of Thorns

The 'Hail of Thorns' spell requires the 'attacked' creature to make a Dexterity saving throw. Unless I've missed something, the PHB and DMG make no mention on what that saving throw is supposed to be based against...?

all saving throws triggered by spells are made against the casters spell save DC. many save based spells don't spell that part out because its spelled out in the 'spellcasting' feature for classes. a rangers spell save DC is equal to 8+proficiency bonus+wisdom modifier by default.
