I am trying to figure out how the Skeleton and Zombie templates apply to partial HD creatures. I know that class levels round down to 1, but am not sure if partial HD get rounded up.

For example, is does a skeleton of a 1/4 HD bat have 1/4 HD or is it a 1 HD monster? Similarly, is a zombie bat a 1/2 HD, 1 HD, or 2 HD monster? If a 5th lvl Cleric who can control 20 HD of undead wants nothing but zombie bats, can they control 10, 20, or 40?

Thank you

Drop any Hit Dice gained from class levels (to a minimum of 1) and raise remaining Hit Dice to d12s. If the creature has more than 20 Hit Dice, it can’t be made into a skeleton by the animate dead spell.

Drop any Hit Dice from class levels (to a minimum of 1), double the number of Hit Dice left, and raise them to d12s.

A bat skeleton would have 1/4 HD, a bat zombie would have 1/2 HD.

Related question: what if the caster who created those Undead has Improved Animation feat (gives animated undead +1 on attack and damage rolls, and +1 HD)?
How many HD would it have - 1½?

The next HD up from 1/2 HD is simply 1 HD, so it would have 1 HD. The fractions are simply a way to represent having less HD than a single HD without going into negative HD, because that would make no sense.
