Say a cleric has the Planning domain, giving them the Extend Spell feat. The cleric takes persistent spell and divine meta magic. Later, the cleric trades away the Planning granted power, which could be done in a variety of ways.

The cleric loses Extend Spell and therefore cannot use Persistent Spells, but they still have the feat.

Would they still be able to use divine meta magic to apply persist spell to their spells? They didn't lose any of the prerequisites for DMM, and they still 'have' the meta magic feat that would be applied by DMM.

No, they would no longer have the benefit of persistent spell to apply.

One of the benefits of a feat is meeting the prerequisites of other feats. Losing the 13 strength you need for power attack still means you lose the ability to cleave, even though you still “have” power attack.

That may not be the best example. Cleave requires 13 strength, so if your strength falls below 13 you lose the benefit of cleave anyway. Whether or not you still have access to power attack is a moot point.
