I start out with a circle and when i go to stroke I dont know what button makes the out line and if I use the fill bucket to fill in the skin color inside the circle. Hopefully with ur guy's help I'll be able to create my own comic mostly for fun.

His point is that a lot of people are starting with art at the moment, and there are currently 15 comics on this forum, almost all started within the past month. It's not directed at you in particular, but at the Arts and Crafts forum as a whole.

On a more helpful note, you want "fill and stroke:"

under fill and stroke, there are several tabs; in the "stroke style" tab, increase the width.

EDIT: here's the best inkscape guide around these parts:

There's also an Inkscape tutorial in the sticky (http://www.giantitp.com/forums/showthread.php?t=8742) at the top of the A&C forum. I remember all of the tutorials in that sticky rather good.

Just to chime in with the tutorials, I've been working on my own Inkscape tutorial for OotS characters which I'll be posting either later today or tomorrow at the latest; keep your eyes peeled on this forum! I'm hoping to get it up in a few hours time.

Edit: Just put up the post now:
