Lesser Planetouched Clarification

So, Player's Guide to Faerun details Lesser Planetouched: they're humanoids, rather than outsiders, with the Planetouched subtype. The book also details the existence of Planetouched Aasimar, Genasi of various elements, and Tieflings.

Now, can this "lesser planetouched" alteration extend to other "Planetouched" races by RAW, such as those in Dragon 350 (eg. Azerblood, Celadrin, and D'hin'ni) and Dragon 297 (Cansin, Axani, Para-Genasi, and Dust) ? Or does Lesser Planetouched only extend to races within the Player's Guide to Faerun book?

The Master Race List has applied the rule to many other 1hd outsiders. The ones in the Dragon mag you mention as well as some in MMII and all the para genesis.

I feel like the presence of an option is meant to at least be a hint towards its prevalence in the grander D&D ball-of-stuff-that-I-resent-is-called-the-multiverse, with options that have more express support and writing around them being correspondingly more prevalent in the assumed world.

But I'm not a cop or the designers or even someone who studies games, just someone who has a thought now and then.

What's the default lore surrounding the propagation of lesser planetouched? (If you answer, please indicate if any part of your answer isn't found in PGtF, for ease of research.)

So I've actually been slowly working on a full table of races and templates by ECL. It was too hard to find material that compared races by stats, let alone other traits like type or size and so forth. I used this this thread to work out if other versions of Lesser Planetouched races actually existed. Seems like they do. Pretty sure this is the full list, and I have remembered Fiend Folio and Planar Handbook stuff.

This is only a small snippet of the work I've done so far, let alone what still needs to be done, but I think this is the full list of Lesser Planetouched races.

Arhuably, also Baphitaurs (from Underdark) - while they weren't called Planetouched per se, their article says:

Baphitaurs are the offspring of tieflings mated through unholy sorcery with minotaurs. Though similar in fundamental principle to tieflings, which are descended from human and demon pairings, baphitaurs are the products of magical experimentation rather than demonic breeding as such.

Also, Mephlings are an odd duck, since they are Humanoids (if Extraplanar), so understood as a template, Lesser Planetouched isn't really something one can readily apply to them, and even that snippet of lore that suggests they might be Planetouched is quick to add that they may just as well not be.

EDIT: And I'm pretty sure Zenythri have STR/DEX/WIS/-CHA, not DEX/CON/WIS/-CHA.

Eh, the list I'm working from (https://forums.giantitp.com/showthread.php?401132-Lists-of-Every-Playable-Monster-by-ECL) has Dark Sun, and third-party stuff like Bestiary of Krynn creatures. What's a few more minutes more work when I have full weeks worth to go?
