Okay so my main question is: If I multi class into a Ranger from Scout, at level 2, will I get the Rangers proficiencies? Yes I know there are handbooks everywhere but I can't seem to find the answer to this question.

Yes. Proficiencies are a class feature and when you multiclass you get all the class features owed to your level in the class. The 3.5e PHB even gives an example of a wizard/fighter for the proficiencies.
