Binding Elementals

I am constantly hearing about people binding elementals for their crazy schemes. Such as air elementals for airships, water for your goldfish bowl guard, earth for your power miner, and fire for your never ending... fire. Anyway, I am always hearing about this stuff but never read any rules on the stuff. Can anyone help me?
