Does anyone know of any inhaled drugs that could positively effect a character, even for a short time (obviously having negative side effects as well). I'm contemplating a melee knife fighter character who is an assassin of sorts and uses inhaled drugs to "get himself in the zone before executing a job".

Mertoran leaf buffs cha if they have cha-based casting. Very mild negative effects, too, relative to other drugs

As has been said, the BoVD is probably the best place to look. Spells like Extract Drug from that book might help cut down on the costs as well.

Outside of that, Magic of Eberron has rules on 'bloodspikes', which are essentially alchemical injection needles. Using them deals a bit of damage but can for instance offer temporary DR or the ability to spit acid. Most notably is the Tempo Bloodspike, which costs 150 GP but grants one extra move action at any point in the next hour: great for approaching a target and full attacking right away or for dashing into cover after a ranged full attack.

Simplest pick - Devilweed (Book of Vile Darkness): +2 Str for 1d3 hours at the cost of 1 Wis damage and being Shaken (https://www.d20srd.org/srd/conditionSummary.htm#shaken); no risk of OD; low addiction; Craft (alchemy) DC 20; 6 gp

Alternately, Chiff (Dragon #298): +2 Dex and once during the effect (1d3 hours) user is able to Rage as Barbarian; after the end of effect, user suffers -6 Dex penalty and fatigued; OD: more than 1 dose in 24 hours cause 1d4 Wis damage and Confusion effect for 2d4 minutes (if 3+ doses - 2d4 Wis damage and Confusion for 2d4 hours); high addiction; 300 gp

Or, if he isn't low on funds, "The Porphyry House Horror" adventure (Dungeon #95) includes the Demon's Breath drug - on the time of effect (1d10+50 minutes) it grants it user a Half-Fiend template, switches their alignment to Evil (if not already), and compels them to commit "violent acts"; -20 on Cha checks; OD (more then 1 dose in 24 hours) cause 1d6 Con and 2d6 Cha drain; extreme addiction; Craft (alchemy) DC 35; 10,800 gp

If FR content is allowed, Lords of Darkness has some drugs not in BoVD.
