The general "webcomics" forum? It looks sluggish because the forums in general have been sluggish lately. That's to do with the posters here, and not really about to the admins/mods except insofar as they post like any other user here does.

Sheriff: I don't know how to answer whether a forum "died". If it's open to post in and you have something to post, go for it. We haven't closed anything at the forum/sub-forum level.
