A recent thread told me a template I wanted to use was supposedly flawed.

I have it from Crystal Keep Indexes as a +1 Level Adjustment
However, I was told this was wrong. What I do not know is whether the poster believed it overpowered, or actually new the original Dragon Magazine article.
Could someone with Dragon Magazine Issue #314 page 23 confirm this for me please?
