The Monster Manual (1), under Planetouched.

There's also... is it Magic-Blooded, +0 LA +2 Cha -2 Wis? It's in Dungeon I believe.

Thanks for the idea, an evil Aasimar. (I am looking for a sadistic torturer who pretends to be a friendly, charismatic doctor and then gives them a torturous "Checkup". Kind of like Jigsaw's "Games")

Well, if you don't want the +1 LA there are a few +0 LA races here (http://forums.gleemax.com/wotc_archive/index.php/t-449345) which grant +2 Charisma

Dragon #306, actually. The details of the Aquatic, Arctic, Deep, Desert, and Magic-Blooded templates (all LA +0, except for Deep, LA +1) can be found on Crystalkeep, look for the 3.0 templates pdf.

Star Elf: +2 Cha -2 Con, medium, 30 ft., otherworldly touch (su), extraplanar (su), bard, humanoid (elf), unapproachable east pg.10
Lesser Aasimar +2 Wis +2 Cha, medium, 30 ft., light (sp), paladin, humanoid (planetouched), player’s guide to faerun pg.191
Spellscale: +2 Cha -2 Con, medium, 30 ft., sorcerer and same as base creature, humanoid (dragonblood), races of the dragon pg.21

You can also use Racial Class Levels for full-blooded Planetouched Aasimar, as per the WotC article (starts out +2 Cha, take one racial level for +2 Wis):

Note that a Magic-Blooded Star Elf would be -2 Con, -2 Wis, +4 Cha, and a Magic-Blooded Lesser Aasimar would be +4 Cha.

Half-fey.

It's a template rather than a race, so it stacks well with say... bonus human feat, and it gives you +4 chr for only +1 La.

Edit: Ohh! ooh! If we can use 3.0 templates, than you'll be a wanting the un-seelie fey template. Required Evil, but it nets you +2 Chr for no LA. Not bad, but the real sweetness are the abilities, and the hd based DR.

And you might end up with wings! ^_^ 'Tis my favorite template, but sadly, is not 3.5 updated.

So how about a Magic Blooded Half-Fey Star Elf? +8 to charisma for +1 LA?

Half-fey is actually +2 LA, it's +1 CR. Still, if all you want is the charisma boost, you could probably kick the spell likes and wings and knock it down to a +1.

D'hin'ni, with -2 Str, +2 Dex, +2 Cha. They're in one of the Dragons.

If you're looking at a sorcerer build, in MM2 there's the Sylph for ECL 8, with a Sorcerer Caster Level 7th, and +6 Cha (plus -2 Str & Con, +2 Dex, +4 Int, +6 Wis and greater invisibility at will).

Edit: oh, and a 90 ft. fly speed. :smallbiggrin:

Sounds more like a tiefling than an aasimar - aasimar have the blood of good outsiders, tieflings have the blood of evil.

I can't remember if tieflings have a cha modifier - if they don't and you have a flexible DM, you could probably work it out. After all, there are as many variations of tiefling as there are tieflings.

Tieflings have -2 Charisma. Besides, who says good blood makes you good? He is going to be an evil Aasimar. Hey, I remember one person posting about an evil Lantern Archon, and Aasimar only says USUALLY good. Loophole > Fluff

We've got CG Tieflings and Drow running around willy-nilly. I don't see why it can't go the other way. Anyhoo, nobody's mentioned the 'Death-Touched' Human from Dragon 313. -2 con, +2 wis, +4 cha, darkvision 60', Some skill bonuses, some energy resistance AND chill touch 1/day at character level. They even have favored class sorcerer. All this for just +1 LA (which we know sucks for casters, but hey). Check out Crystal Keep, they're listed in the race index there.

magic-blooded is a 3.0 template not a 3.5 one.

Nobody mentioning dromites? I'm pretty sure the cold caste is analytical and calculating. Natural armor and +2 Cha isn't too bad either. Same LA as the Aasimar.
