Wu Jen/Archmage with 'body outside body', and 'greater teleport' as SLAs. Keep creating clones of yourself, with it, until one clone can find the cat/rogue. Get that clone to teleport back and give you the location.

The cat is in a closed box. Whether it is alive or not, though, cannot be stated without disrupting the experiment.

You find the rogue by casting the Zone of the USSR spell from this thread (http://www.giantitp.com/forums/showthread.php?t=67365), therefore making you evade the rogue instead, and asking a spell-resistant friend (a golem preferably) to go the opposite direction than you, thus closing in to the rogue and eventually finding him (the rogue is not trying to hide due to the nature of the spell).

Well, if you can find a place where it has been relatively recently, and it hasn't been teleporting about, you use Lesser Planar Binding on a Hound Archon to track it by scent. Doesn't help if the cat has the Darkstalker feat, but even then, the Hound Archon has decent Listen and Spot scores.

If the cat/rogue also has Pass Without Trace up, you're pretty much sunk.

You may try to use a wish to produce greater effects than these, but doing so is dangerous. (The wish may pervert your intent into a literal but undesirable fulfillment or only a partial fulfillment.)

My solution, Gather Information. People notice oddities like blue cats, people talk, people talk more if you buy them a beer. Plus, buy some dogs.

One problem is that it relies on knowing where they are.

Correction:
It relies on you knowing where they were - which is generally easier.

Think about it:
You don't normally randomly decide that it's time to kill cat/rogue X. You decide it's time to kill the rogue that broke into your tower and stole one of your spellbooks (or ate the Mouse of Power) last night. Well, you know where he was (in your tower) but you don't know where he is, as you haven't found him yet.

Well cats shed so you could use locate object on blue cat hair? Then just track from there. Buy a dog or something to help.

You find the rogue by putting up a bulliten at the local inn with a reward for their capture.

An amusing story, in a tournament I was in a rogue was facing a fighter, the rogue was unable to hurt the fighter but had crazy good hide/move silently. The fighter ended up using a mirror of opposition which worked, except that the rogue clone couldn't find the rogue, the rogues spot was over 20 under his hide.

The match ended in favor of the fighter, under the judgement call that it was a deathmatch, not a hide around like a wuss match.
