So, besides busting DEX and Ring of protection X, how can I get the Touch AC really high?

Dodge bonuses. and small size. That's it. Permanencied reduce person, and dodge feat tree.

Two levels in wilder, but it's not a very good idea. Wearing a monk's belt also works.

Shield Ward or Parrying Shield will give you your Shield Bonus to your touch AC. Deflective Armor will give you your armor bonus to touch AC as long as you're psionically focused and in heavy armor.

Oh, not touch AC per se, but adding the "Gleaming" quality to your armor (XPH) gives you 20% concealment, which should apply almost always against the attacks you want to avoid. 20% misschance = roughly the same as +4 AC (Gleaming = +3 Enchantment)

Exemplars of Evil has the Slippery Skin (http://www.wizards.com/default.asp?x=dnd/4ex/20070912a&page=1) feat. Toss out Touch AC entirely in favor of Escape Artist checks.

I believe there's a spell compendium spell to turn nat armour +S into defection, one of the two spells (along with blood wind) that turn dragons into obscenely unkillable deathmachines rather than just really really powerful

Yup. If you've got natural armour, you want the Spell Compendium version of the spell. If you haven't, you'll get more out of the Draconomicon version.

Two level dip in Swordsage also gives you the Wisdom bonus to AC thing the monks get, but without suffering wth actually being a Monk. You also get a few decent maneuvers and a couple of stances.
