I've lost track of him...is he still part of the big picture or is it agreed that he's been laminated to some wall at some point and am I missing it?

He was last seen with the Monster in the Darkness 3 months ago.
It has been speculated that the MiTD should have met up with Redcloak and Xykon, which means they've probably pumped O-chul for everything he knows about the gates by now.

Doesn't Hold Person lasts for 2 rounds/level?

I was told that that was paralyzing touch, which lasts until dispelled by the caster...

He was last seen with the MITD. The MITD was dragging him through Azure City.
I hope maybe we will get some clues in the next strip. I hope O-chul has something to do with what Belkar saw.

Yes, except he wasn't hit by Hold Person, he was hit by Paralyzing Touch.
Paralyzing Touch (Su)
Any living creature a lich hits with its touch attack must succeed on a Fortitude save or be permanently paralyzed. Remove paralysis or any spell that can remove a curse can free the victim (see the bestow curse spell description).
The effect cannot be dispelled. Anyone paralyzed by a lich seems dead, though a DC 20 Spot check or a DC 15 Heal check reveals that the victim is still alive..

No. Belkar left him on the other side of chasm that Roy fell into. The Monster in the Darkness then recovered his paralyzed body to take to Xykon and Redcloak.
I wouldn't imagine he's paralyzed anymore, considering how difficult that would make interrogating him.

They could unparalyse him whenever they want to question or force-feed him, and then paralyse him again after they've finished.
