Thank you all for your help on this.
I have various long audio tracks that I've recorded to my computer and would like to be able to 'cut' them into individual tracks. That is, rather than having one long 'track' of 21 minutes, I'd like to cut it into the seven 3-minute tracks.

So, what cheap (read: free) software can I use to achieve this goal?

While it's probably overkill for what you're doing, I like Audacity. I believe there's a tutorial on there that tells you how to split up a long tack into several smaller ones. If you imported it from vinyl, you may be able to clean up some of the clicks and whatnot, although it may result in reduced quality for the recording, and I personally prefer the imperfections of vinyl.

You might not even need to download anything. Depending on what type of file your tracks are, you could just cut them up with Sound Recorder.
