How big should the "town" be: 4 small town, 1 large

Small town

Who runs the town: 1 guild, 1 mayor, 1 council, 1 monster, 1 tyranical mage

I'm always a fan of small towns.

Guilds?

What about a monstrous influence? Like....a bugbear tribe that runs a mountain pass. The town can run trade properly without paying them off.

I'd go for a small rural town with a population just large enough for the leaders to have a formal air to them, ran by a Mayor elected from one of the guilds' leaders.

Population: ???
Where: On a peninsula, cut off by mountains. Coastline available, but cut out of the woods, with a stream for fresh water.

Ruling authority: Still debatable.

Small town, I second the monsterious trade.

I request a diplomancer of sorts (Thrallherd), who is claiming to be a god sent down to the material plane, or a son of a god, or some such thing. He should start a cult, there should be ritual sacrifice to make magic items for low low prices, and then a few members should raise the newly sacrificed into an undead army. This army should be used for underground farming and mining of raw materials... essentially producing Walmart, except more neutral.

How's this for a political structure;


1 Mayor, elected from any member of the population
Several administrators in charge of policing a group of guilds with similar functions
A head of each guild.
Each guild has its own command structure
A police force which answers to the mayor and administrators

Guild Groups (each one answering to an administrator) could be;
Warriors Guilds
Fighter's Guild
Theives Guild (using rogue skills for legitimate purposes)
etc

Production Guilds
Farmers Guild (both arable and livestock)
Minor/Smelter's Guild
Lumberjack's Guild
etc

Craftsmen Guilds
Armourer's Guild
Carpinter's Guild
Baker's Guild
Builder's Guild
etc

Service Guilds
Mage's Society
Messenger/Runner's guild
Merchant's Guild
etc

Illegal Guilds*
Theives' Guild (using rogue skills for illegitimate purposes)
Assassin's Guild
etc

*In this case the administrator's job would be to shut the guilds down

It should be ruled a doppelganger (or other shapeshifting creature) who is an evil mage, disguised as the leader of one of the guilds.
A council (made up of all the other guild leaders) advises and obeys him.

Wait a little. The townpeople are in fact ruled by a Ctonic hive mind burried beneath the town, sleeping away the centuries in a sealed tomb. This can also be a plot hook...

The town is ruled by communist gnomes (just for the heck of it), who are opposed by the merchants guild, long since forced underground. The meeting place is directly under a potion shop run by a favored soul named larry and a sorcerer named eve, and they intentionally undercut prices so they fail to make a profit, while making money by charging a toll on the underground river, which they use to fund their potion shop, secretly made not to work on communists, by using a mcCarthy spell. (is this is offensive, I am sorry. I just threw out ideas)
