I'm rather fond of Inquisitor, although that's more of a squad-based wargame.

FUDGE.

It's simple, modular, and actually fun. Widely considered the sole exception to the 'Law of Free RPGs" (namely, that they suck).

It's a bit reliant on the DM, but I've had nothing but good experiences with it. Simple, easy, and varied enough to let you do anything. And yes, it's free, so that rocks.

I like the concept of Wushu (http://www.bayn.org/wushu/wushu-open.html), but have never played it.

JAGS (http://www.jagsrpg.org/) is another one, but I think it's a bit too complex, myself. Its redeeming value is the JAGS Wonderland sourcebook (Of which I'm using the source to run one in GURPS - Yes, it's more complex than GURPS)

I haven't played FUDGE, but I must add my support to it, too. From what I've read, I've liked.

I like FATE as well. It's a polished version of FUDGE.

Jags is my favorite,too, it is a little rule-heavy, but it have my favorite combat system, and there some wonderful settings, like wonderland, 13 colonies or Have-not.

Another good one is FATE (http://www.faterpg.com/) a fudge-based variant, usually I'm more of a simulationist than a narrativist, but fate is an exception.

I don't know if it count as free rpg but you can download (legally) the Witchcraft and Ars Magica (4th ed) core books for free (just google for them)
