I've been thinking of making a world without the PHB races that aren't humans. I've been trying to decide on some races to use.

Humans need to stay.
I was thinking of using either the khepri from Dragon #352 or the rilkans from MoI to replace the Elves.
For the gnomes, I figured I'd use tibbits from dragon compendium.
For the half-orcs, I'd use lupins as a decent analog.
I'd replace the dwarves with the skarn.
Instead of half-elves, I was thinking of using either the Spirit Folk (OA) or the Death-Touched (crystalkeep.com)

And then I'd replace halflings with... I don't know...

Pretty much, I want to have a list of 11 races for a new campaign. No elves, no orcs, no gnomes, no halflings, no dwarves.

What good LA 0 races are there?

The List as It Is:
Humans
Lupins
Rilkans
Skarn
Tibbits
Death Touched
Spirit Folk

What other good LA 0 races are there? A little help?

Changelings, Shifters, and Warforged from Eberron.

Elans, Maenads, and Xeph from the XPH.

Synads (I think) from Complete Psionic.

Illumians from Races of Destiny.

Azurin from Magic of Incarnum.

Kobolds and Goblins.

There's an LA+0 Tiefling and Assimar.

Just out of curiosity, if you're pruposely using alternate races, why are you making the attempt to get analogous races? Why find a race that "replaces" halflings, gnomes, half orcs etc, instead of just coming up with a list of races you like or want? I would say the important thing is to have the races interact in an interesting way more than having them fill pre-asigned roles.

Also, if I were you, I'd make a race or two up from scratch!

Goblins, kobolds, and orcs are all LA +0.

Edit: missed the "no orcs" the first time around

Goblins and kobolds... I prefer keeping them bad guys, but thanks for those anyway.
I'm avoiding the maenads because my group has always considered the maenad a standard race because we always seem to have one.
Xephs aren't a bad idea though. Same with illumians.
And I'm looking for analogs so that the group doesn't whine and moan so much about "Oh, if we had dwarves, I'd make a cool ranger," blah blah blah. I figure there are better races out there, and I want to give them a time to shine.

I think I'll add the illumians and the Xephs to the list.

The only race among those that I recognize are lupins. Anyone familiar with the origins of their race would find them implausible, as they require an entire tribe of gnolls refrain from eating a female human captive for at least nine months, more if they don't gwet straight to the... well, it's unlikely in any case because women tend to scream at a higher pitch than men (excluding groin hits,) which is pleasing to the sadistic hyena people.

I'm also curious about why you're seeking to replace the races you don't want with other analogous races, instead of just scrapping the races you don't like, adding races you do like, and not worrying about keeping score.

The last D&D game I ran, I just scrapped pretty much all the non-human races.

Post 2nd Edition halflings are kender anyway.

Eh... I found the grippli.

As for why I want some analogs: I want races that, while stat wise are different, would excel in similar areas. So that way, my players don't feel cheated, but I also can create the new feeling I wanted.

In the setting lupins come from (Mystara) gnolls weren't as evil as they are in 3.5, they were more neutral-ish
